Subject: [PATCH] feat(spa): add SPA Go package with embedded dist FS

Creates internal/spa package that:
- Embeds React build output from cmd/kafka/dist/
- Provides HTTP handler for static file serving
- Falls back to index.html for SPA client-side routing
